    If you use the same pattern to cut both the recess and the plug, why isn’t the plug smaller than the recess by an amount equal to twice the diameter of the router bit?

      Because of the adaptor ring that goes on the guide bushing. It compensates for creating an inside cut or outside cut, makiing the recess or the plug.
